About NIC District Centre -Chhindwara

District In Brief :-

Lush green forests, colourful tribal communities, herbal plants and attractive tourist   spots make the Chhindwara District of Madhya Pradesh an alluring proposition. Situated in the Satpuda Hills range, Chhindwara's economy is fueled by its vast coal reserves and the many industrial giants that it houses.

The District has a population of 18,48,882 (as per census 2001) spread over an area of 11,815 sq km (ranks first in area after the re-organization of the state). It has 1984 villages distributed in 11 development blocks. There are 12 tehsils in the district. The literacy rate is 54.82.

History of NIC District Centre :-

National Informatics Centre (NIC) falls under the Ministry of Communications & Information Technology, Department of Information Technology, Government of India. NIC setup has spread upto the District level in our country. NIC, District Informatics Centre (DIC), Chhindwara was commissioned in 1989 at the present location in the collectorate building at room number 5 with 450 sq. ft. area.

NIC Present Setup :-

After long pursuance with the District Administration for demanding more workspace for NIC, the dream comes to true in September 2008. Collector, Chhindwara has provided one room of size approx. 450 sq. ft. adjacent to the present setup. After addition of this room, the NIC has got approx. 900 sq. ft. of area for NIC working, apart from 285 sq.ft. hall for Video Conferencing facility (which is also adjacent to the NIC setup). In over all the NIC has occupied an area of  approx. 1185 sq. ft.

The area comprises of 6 rooms in a row namely, VC room (18.5x15.5 ft), Waiting Lobby (7.4x15.5), DIO/DIA chamber (11.8x15.5), Server cum Networking room (10.4x15.5), User workspace cum training Hall (21.0x15.5), UPS /DG set cum Store room (7.0x15.5). All the rooms have equipped with tiles (few with vitrified and rest with ceramic tiles), PVC ceiling with CFL lighting and proper networking.

Services Provided at DIC :-

In January 2005 Video Conferencing facility was also commissioned at NIC Chhindwara, in a room of size 18.5 x 15.5 ft adjacent to the existing NIC setup. All the Government departments are taking the benefit of the online virtual meeting/interaction to their senior level officers by sitting in this studio, using the state-of-art-technology.

On an average 290 and plus VC sittings being conducted in a calander year at District level for better governance.

The Samadhan Online programme through Video Confrecncing Technology had been started from 02/02/2006 by the hounrable Chief Minister of MP. NIC Chhindwara had also extending all technical support to the district administration in conducting a smooth video conference.

The NIC District Centre is offering mainly the following services in the District.

E-mail / Video Conferencing  / Extending NIC leased line facility to various Govt. Offices.

Organizing various ICT related training programs / workshops to Govt. employees

Technical Support / Consultancy in ICT field.

Maintaining the DIC

Identifying the areas to computerize. As per the requirement of the Distt. Admn, designing software modules

Application Software's/Projects installation, Implementation and maintenance of the NIC designed and developed software modules for various departments.

Infrastructure Provided at DIC :-

National Informatics Center is the nodal Information Technology organization for informatics development and networking in Government and Government related Organizations. NICNET facility has been established at all the districts of our country to facilitate informatics development for decision support and information exchange. It’s being a satellite based communication & network system. Our DIC has equipped with DirecWay4020 VSAT system with the committed data transfer rate of 8/32 kbps. Also we have a Windows 2000 Server (Pentium III with 866 Mhz), Windows 2003 Server (Pentium IV with Intel Xeon processor, 2.4 Ghz, 1 GB RAM), One Linux client (Pentium IV with 1 GB RAM), Windows 2000 professional clients -two (P-III, 866 Mhz, 128 MB RAM), Two Slimline 64 bit AMD Athlon PCs(wipro-make)with 17 " TFT Monitor, HP Scanner 8350 ,Logitech Web Camera , One Split AC of 2-tonne(Blue Star-make) , One Laser printer, One Multi Function Device HP Laserjet M4345,  and two 2 KVA and one 5 KVA UPS systems.

On January 3rd 2005, Video Conferencing facility was also commissioned at the DIC (DAMA SCPC VSAT technology).

2 Mbps leased line over OFC has been provided by Govt. of India, Ministry of CIT, Dept. of IT during January 2007 to augment the communication infrastructure at District level. The same has been commissioned at NIC Chhindwara on 09/01/2007. The facility being extended to District Head Post Office (running 25 computers on LAN) Chhindwara since October 2007 as well as to Conservator of Forests, Chhindwara where the Video Conferencing facility being operational on this network since February 2008. STM1 circuit has been commissioned at NIC Chhindwara on 13/10/2008.

Major Activities and Achievement :-

NIC Chhindwara was developed and implemented four modules for office automation of the Satpuda Saksharatha Samiti during 1995-99. They are furnished as below : Advances Monitoring System, Expenditure Monitoring System, Balances Monitoring System and Ledger Monitoring System. The other projects developed and implemented were : Public grievances Monitoring System, Anganwadi Inspection Monitoring System. Schemes Monitoring System for Anthyavasayi department was also designed and implemented for 3-4 years.
For the 1998 M.P. Assembly Elections, NIC Chhindwara entrusted to design a generalized module on Election MIS by NIC MPSC Bhopal and Chief Election Officer, Bhopal, MP. NIC Chhindwara was accepted the task and completed the design of the same and supplied it to all the districts of MP. As per the feedback received, 29 districts were implemented the module.
After the transition of platform from Unix-based to Windows based, the programming tool has also been changed to Visual Basic as front end and MS Access/ MS SQL as back-end during 2000-01.
NIC MPSC Bhopal has entrusted NIC Chhindwara to design a module on "Recurring Deposit Monitoring System (RDMS) for Zila Nazarat section of Collectorate to monitor the Small savings scheme for the collectorate employees. NIC Chhindwara was taken up the task and completed it timely in VB6 and MS Access as back end. RDMS is one among the modules released on the collectorate CNM CD during 2001-02.
The District Administration was asked NIC to computerize the Selection process of Samvida Teachers for the whole district during 2001. NIC Chhindwara was accepted the challenge and designed a module for the selection process and implemented it successfully. District Administration has appreciated NIC for the work done and also awarded NIC with a citation and memento during the Republic day ceremony on 26th January 2002.
NIC Chhindwara has managed to design a small module for Comuterised Tabulation System for Counting of Votes - Lok Sabha Election 2009. The module was designed in Visual Studio .Net with MS SQL as back end. 16-Chhindwara Lok sabha seat has comprises of 7 ACs of the District Chhindwara itself. AC wise login Ids/password provided for entry of the roundwise/boothwise votes counted for each AC. An admn login has been provided to get the consolidated reports for the 16-Chhindwara PC (namely Form-20, Form 21E and P08 has been prepared). Also the latest status on the votes counted report designed to get the current status of the party position has been designed. The Central Election Observer & RO-Chhindwara have appreciated NIC Chhindwara for the Computerization of Counting activities. Mr. Mayank Mishra, Data Manager, IDSP. Chhindwara has played a major role in designing the module with the support of DIO, NIC Chhindwara. Implemented the module on 16/05/2009 successfully.
Computerization of D.R.D.A. was a major task taken up by NIC nationwide. At Chhindwara district too, NIC was provided all technical guidance in identifying the locations of clients, for laying out the power cables by P.W.D. (E&M), and LAN cables by the vendor. It was overseen all the hardware installations like UPS, Windows NT 4.0 Server and client systems. The total LAN system became operational since 24th June 1999. Any help required from time to time in managing the LAN system was also provided as and when needed.
Training to 11 officers of Zila Panchayat was conducted at DRDA premises, on fundamentals of computer, Windows and MS Office. Dialup E-mail account also configured at DRDA.
Computerized activities at District Court Chhindwara have overseen by NIC Chhindwara during May-June 2000. NIC was provided all technical guidance in identifying the Server room, laying out the power cables and LAN cables by P.W.D. (E&M). One ECIL Pentium Server with LBFN OS and five terminals were installed at three ADJ’s courts with the help of line drivers and telephone cables and one at DJ’s chamber with the help of RS232 cable. A weeklong training program was organized at District Court premises during 5-13th June 2000 to the Stenographers to motivate in utilizing the terminals installed in the courts. Important software packages like Uniplex, District Court Information System (DCIS), and Payroll have been implemented.
NIC MP state centre has directed all the district units to design web site contents for the respective districts. NIC, Chhindwara has initiated the process by collecting the contents for the website from various government offices. The basic structure of the site was designed on paper first. The web site was designed using MS Front page software. The website was hosted on August 15th 2000 at
http://www.mp.nic.in/districts/chhindwara after being approved by the District collector. Since then NIC District Unit is augmenting the site regularly with the help of the remote updation facility. Now the district website is available at http://chhindwara.nic.in and http://www.chhindwara.mp.gov.in
NIC Chhindwara has designed a small module (Client-Server based web module) for Computerized Tabulation System for Counting of Votes - Nagar palika Election 2009. The module was designed in Visual Studio .Net with MS SQL as back end.  Hall wise login Ids/password provided for entry of the roundwise/boothwise votes counted for the Nagar Palika Presidential post. An admin login has been provided to get the consolidated reports for the Nagar Palika presidential post, where counting has been done at 10 Halls (namely Form-20, Form 21E and P08 has been prepared). One computers and one printer has been installed at each Hall and connected over cat6 LAN cable to a centralized Server room. Data entry has done at hall level and the corresponding checklists generated and printed at the Hall only. Consolidated reports generated at Server room for verification and declaration of round-wise results. RO-Chhindwara have appreciated NIC Chhindwara for the Computerization of Counting activities. Implemented the module on 17/12/2009 successfully.
NIC Chhindwara organized workshops on AGMARKNET with the help of the Secretary, Krishi Upaj Mandi Chhindwara on 30.04.2003 at the Mandi premises to the farmers and traders on the AGMARKNET portal and Internet. The workshop was presided by the hon’ble collector and the chief guest was the ex. PHE Ministers of the state. The other dignitaries attended were Zila Panchayat president, Mandi President, SDM, DDA, PRO Chhindwara alongwith 500-600 farmers and traders. Online demo was given on the AGMARKNET portal with the help of the LCD projector. It was widely appreciated. Also organised a workshop on 15.12.2005 at KUM, Kushmeli Chhindwara. The workshop was presided by the hon'ble, Collector and chief guest was  Shri Choudhary Chandrabhan Singh, the Agriculture & Food Processing Minister of MP, also few more district level officials were attended apart from the farmers and traders.
The other major projects implemented (state/central level) from time to time at the district are 11 Point program for basic amenities of the state government, Bhu-abhilek (Land records Computerization of Khasra/Basra, Land mutation cases etc.), Payroll software for pay bill generation at Collectorate/District Court, ICDS module of WCD, CNAA module of CMHO, Social Security Pension System for Dy. Director Panchayat & Social Welfare, AGMARKNET module for Mandi, PDMS for Food & Civil Supplies office, TL module for Collectorate, PHEMIS to monitor the schemes of PHE dept., One Day Govermance module for district administration. Child Record Information System (CRIS) implemented from December 2006., NREGA implemented in all 11 blocks from 01/04/2007, CONFONET sw implemented at District Consumer Forum Office in July 2007, Ex-Servicemen data computerization software implemented at District Sainik Welfare Office from 02/08/2007. Integrated Desease Surveillance Project software implemented at IDSP, O/o CMHO, Chhindwara since January 2008. Land Records construction work progress system implemented from 01/07/2009, E-Khanij software implemented at Mining Office, Chhindwara on 24/10/2009, Common Integrated Police Application (CIPA) from 20/09/2009 in 15 Police stations of the District.
One of the major activities of NIC Chhindwara is to provide training to the staff of state /central government departments. NIC Chhindwara is organizing various types of training programs from time to time. NIC Chhindwara has framed a target to get 100% Computer literacy at government office employees, most likely at Collectorate composite building, Zila Panchayat and adjoining office buildings. NIC Chhindwara has started imparting a comprehensive training program to the employees of the above said office staff since Sep' 2009 for a period of 2 months per batch (10 employees comprising a batch with 1:1 machine to employee ratio for hands on). This will helps the District Administration to handle the I.T activities properly.

A total of 247 Video Confrences have been held at this studio from 01/02/2005 to 31/12/2005, A total of 925 employees/offiecers have attended and overall 17 state government departments accessed/availed the state-of-the-art technology.During the calendar year 2006 a total of 266 VCs have been held (a total of 1354 officials/employees attended). During the calendar year 2007 a total of 255 VCs have been held (a total of 1197 officials/employees were attended). During the calendar year 2008 a total of 294 VCs have been held (a total of 1611 officials/employees were attended). During the calendar year 2009 a total of 296 VCs have been held (a total of 1362 officials/employees were attended).
NIC Chhindwara has made a practice to bring out Annual Reports consolidating the activities of the DIC during each calendar year and submitting the same to the State Informatics Officer, MP State Centre, Bhopal in the month of January every year.
NIC Chhindwara has been extending technical support to the District Administration in conducting / computerizingthe local body / MP Assembly / Lok Sabha Elections, smoothly from time to time.

Awards to NIC :-

1. DIO, NIC Chhindwara (T. Balakrishna Murty) has been honoured for the first time on the eve of Republic Day 2002 ceremony by then the District Collector for designing and implementing the Samvida Teacher post Selection module in the district.

2. DIO, NIC Chhindwara (T. Balakrishna Murty) has been honoured for the 2nd time on the eve of Republic Day 2008 ceremony by then the District Collector for the ICT support services to the District Administration during the calendar year 2007.

3. DIO, NIC Chhindwara (T. Balakrishna Murty) has been honoured for the 3rd time on the eve of Republic Day 2009 ceremony by the District Collector for the ICT support services to the District Administration and Computerization of Assembly Election -2008 work, during the calendar year 2008.

Balakrishna Murty) has been honoured for the 4th time on the eve of Republic Day 2010 ceremony by the District Collector for the ICT support services to the District Administration and Computerization of Lok Sabha Elections -2009, designed and implemented counting software for Lok Sabha elections as well as for Nagar Palika Elections-2009.

5.DIO,NIC Chhindwara (T.Balakrishna Murty) has been honoured for 5th consecutive time on the eve of Republic day -2011 ceremony by District Collector for ICT support and services.DIA, NIC Chhindwara also honoured for the same.
